Bijay Ketan Upadhaya is an IAS officer. He belongs to the Odisha cadre of the 2009 batch. He was arrested by the Vigilance Department for involvement in corruption. At the time of his arrest, he was director of horticulture. He was then suspended and reinstated after six months.

Bijay Ketan, coming from a middle class family, had accomplished a lot in life. In 2008, he had passed the UPSC Civil Services Exam, All India Rank 8. That was a great achievement. Since then, he has been hailed as a role model for young people. Unfortunately, this bribery incident left a big dent on his persona and public profile.

When the court rejected Bijay Ketan’s bail request, she applied pressure, alleging that the BJD government of Odisha is determined to destroy her husband’s career. She had further claimed that the department has not yet found anything wrong in his account and Rs. 70 lakhs shown in his account is among their hard earned money.
